The new democratic city councils make a firm commitment to support existing citizen initiatives. The ” Agreements” between the organizations and the municipalities are launched as a relationship mechanism. New esplais were created in Hospitalet such as Esplai de Pubilla Cases (1979), Xixell (1980) or Esplai la Florida (1984), which are very much alive today. In several municipalities of the Baix Llobregat, new espalis activities are also appearing and leisure education is gaining momentum.
