Suport Associatiu  (the entity of Fundesplai that gives support and advice to 1,100 entities of the Third Sector) has organized this Thursday, October 2,   the conference   “The entities of the Third Sector before the reform of tax and patronage”. The event, in which more than 150 representatives of the third sector participated, was presented by the manager of Associative Support, Núria Valls, and was attended  by Carles Campuzano, deputy of CiU and  Diego Artacho,   lawyer – Rousaud Costas Duran SLP.

If the tax reform approved by the government and currently being processed in the Congress of Deputies is approved, all Catalan non-profit entities will be obliged to file corporate tax, regardless of their activity and budgetary volume.  Considering the number of associations registered in the register of associations of the Department of Justice and the Registry of sports entities, from Associative Support it is estimated that this reform will force more than 45,000 associations  that will be seriously affected by these changes.
 
A reform that would affect small banks
Until now, larger entities already had to file it, but small entities that do not carry out any economic activity were not obliged to file this return. According to the manager of Associative Support, Núria Valls “It is a declaration that for most of them will not mean having to make any economic income to the Treasury, since they will not have to pay taxes, but with this modification they will see their management greatly complicated and they will have to dedicate resources to it that in many cases do not have them”.
  For Núria Valls, “this fact will pose a very important difficulty for these smaller non-profit organizations, generally made up of volunteers and with very few resources usually coming from membership fees and donations and to a lesser extent from the crisis, from subsidies”. This is the case of many cultural, neighbourhood, social, parents, leisure, sports clubs, etc. organisations which, if the reform is approved, may be sanctioned by the Tax Agency if the corporate tax return is not filed.
