On Thursday, October 6, the Pati Manning in Barcelona held the conference “Interest groups and legal news for entities”, organized by Suport Associatiu, and which brought together more than 100 representatives of entities and public administrations. What are interest groups and what is the regulation that affects entities, associations and foundations. To resolve all the doubts about this issue, Suport Associatiu organized yesterday Thursday a conference in the Pati Manning in Barcelona that brought together more than 100 representatives of entities and public administrations.

The premise of the event was to clarify that it is an interest group or lobby. The concept of lobbying tends to have negative connotations when it shouldn’t, since an interest group is any individual or legal person who carries out an activity likely to influence society or the decision-making of administrations.

Xavier Bernardí, Director General of Legal Rights and Entities of the Department of Labour, was in charge of clarifying the main doubts under the premise that this regulation establishes a framework of democratic transparency between entities and public administrations. Beforehand, Víctor García, manager of Associative Support, presented the event and highlighted the work of Associative Support of more than 30 years in favor of entities.

Bernardí made a tour of the regulations that regulate this area: Law 19/2014 on Transparency established the need to create a Register of interest groups to ensure the correct registration and control of these groups. However, it was not until its development carried out by Decree 171/2015, of July 28, that its creation was not effective.

However, the electronic forms that enable this registration and cancellation were not operational until December 21, 2015, the date on which Resolution JUS 2104/2015 was published. Only thirty entities make the resgitre effective.

On June 21, 2016, the Government approved the Code of Conduct for Senior Officials and established that a senior official of the administration can only meet with those who are registered as an interest group. The register is suddenly multiplied by 20 and there are already around 600 entities that appear in it.

Legal obligations of entities for the new academic year

After Bernardí’s intervention, a space was dedicated to analyzing what legal developments affect entities in 2016-17, with the interventions of Montse Agudo, Head of the Legal Department of Associative Support, Eduardor Izquierdo, Head of the Labour Department of Associative Support, who explained the crime prevention protocol and the obligation of the Time Register of the  working day, respectively.
